Job Responsibilities:
Position Summary: Responsible for the day-to-day operations of the Drug Treatment Court, a post-plea and pre-disposition specialty court, which provides intensive support and monitoring of eligible drug offenders. Responsible for providing routine updates and working collaboratively with the Drug Court Team, which includes the Drug Court Judge, as well as a representative from the District Attorney's and Public Defender's Office. Provide coverage and daily operational support to the Operating While Intoxicated Treatment Court.

  • Essential Functions:
  • Collaborate closely with the Treatment Court Team.
  • Assist to represent the Drug Treatment Court at local, state and national meetings and trainings.
  • Assist to develop, maintain and revise the program policy and procedure manuals.
  • Coordinate treatment provider referrals and monitor provider standards and accountability.
  • Network with and maintain positive relationships with community resource providers.
  • Develop the weekly court calendar and attend pre-hearing staffings and court hearings.
  • Make recommendations and assist Court in determining Phase levels, sanctions, and incentives.
  • Responsible to assist the Treatment Court Program Director and/or Director with reporting and evaluation to fulfill the requirements of the funding source.
  • Assist with maintain quality assurance of all written and electronic files and court communication.
  • Ensure timeliness and completeness of all data entry.
  • Ensure that the Treatment Court supervision model and its core elements are followed.
  • Ensure protection of participant confidentiality and compliance with all HIPAA policies.
  • Ensure the integrity of all alcohol and drug testing procedures; conducting drug and alcohol screens as needed, including weekend testing as scheduled on Saturdays, from 7am to 10am.
  • Assist the Treatment Court Program Director to maintain participants within the random drug testing system.
  • Coordinate utilization of the SCRAM system; work with WCS SCRAM staff, including the Vice President to address issues - especially outstanding balances with participant fees owed.
  • Engage in supervision case management activities, including but not limited to: reviewing applications and discussing with the Supervisor and Drug Court Team, completing all required assessments prior to admission and intake and following through on the results; conducting new intakes and explaining the program components to participants, conducting face-to-face supervision appointments with participants to monitor compliance/non-compliance with all phase requirements and terms of supervision, refer to supportive services based on need, routine alcohol and drug testing, working with local treatment providers to ensure participants' enrollment in and compliance with treatment, and monitor all participants' compliance with all related fees (program, court, treatment), etc.
  • Provide coverage for the Operating While Intoxicated Treatment Court (OWITC) when the case manager is out.
  • Support the OWITC Case Manager with daily operational tasks, including but not limited to data entry and QA.
  • Notify the Treatment Court Program Director of any issues of non-compliance with participants immediately.
  • Assist with drug testing in the Waukesha Court Service Program.
  • Attend the Waukesha County Victim Impact Panel at least one time per year. Other Duties and Responsibilities:
    • Develop creative participant incentives and reward celebrations; may include soliciting potential donations for incentive gifts.
    • Attend all required trainings, including the NDCI discipline specific training on case management.
    • Maintain flexible schedule to provide coverage in the office when necessary.
    • Create relationships with municipal law enforcement agencies to assist in home visits.
    • Other job-related duties may be necessary to carry out the responsibilities of the position. Job Qualifications:
      Knowledge, Skills and Abilities:
      • Knowledge of the Wisconsin Criminal Justice System
      • Knowledge of local treatment programs and community resources to include housing, education, public transportation
      • Knowledge of the Circuit Court Access Program (CCAP)
      • Strong verbal and written communication skills
      • Ability to respond appropriately in crisis situations
      • Sensitivity toward cultural, ethnic and disability issues
      • Good organizational, computer (Excel, Microsoft Word and Windows, etc) and typing skills
      • Knowledge of basic office equipment
      • Ability to read and understand drug testing results
      • Good judgment and supervisory skills.
      • Must be trained in all WCS required Evidenced Based Principals within 90 days of hire and follow models for fidelity established by the agency. Minimal Qualifications:
        • Bachelor's degree in criminal justice, social work or other related field
        • Clinical Substance Abuse Counselor credentials preferred;
        • Court system experience with a preference for case management experience
        • Understanding of AODA issues and treatment
        • Possess a valid Wisconsin Driver's License and insured auto
        • Must pass criminal background check. Other Job Information (if applicable):
          Work Relationship and Scope: Reports directly to the Treatment Courts Program Director and interacts with the Waukesha Program Directors and/or the Vice President of Courts and Community Integration. Has contact with a wide variety of individuals to in the justice system, court officials, law enforcement, jail staff, treatment and other services providers, Probation-Parole staff, other criminal justice agencies, other WCS staff, and family members of participants. Works closely with the Treatment Court Judge and Team. Personal Attributes: Follow the agency Code of Conduct; adhere to established policies and procedures of the agency; casual yet professional workplace appearance with professional attire for court appearances; reliability in reporting to work regularly and on time; accuracy and attention to detail when documenting client contacts; maintain professional and respectful communication with co-workers, clients, courthouse personnel, and all external persons and agencies involved with service provision; sensitivity toward cultural, ethnic and disability issues; demonstrate commitment to agency values and mission. Working Conditions: Work is performed in an office setting and the courtroom; involves home visits; observe and supervise participant drug screens; participants may exhibit disruptive behavior at times. The position is full-time, 40 hours each week to include some Saturdays for drug and alcohol testing. Physical Demands: Duties require good hearing and the ability to communicate verbally; hand and finger dexterity for data entry and typing; involves some driving in Waukesha County and direct observation drug testing.
